The Municipal Market Supervision Bureau recently issued 43 new local standards, of which the "Urban Road Lighting Facilities Operation and Maintenance Code" will be implemented from January 1, 2022.


The new regulations especially put forward new requirements for energy conservation and environmental protection. The road lighting facility management unit should promote the application of new road lighting technologies and products, and should give priority to the application of energy-saving products in road lighting facilities.


If there is a problem of "non-energy saving" in road lighting facilities, the specification clearly states that "renewal and transformation should be carried out." For example, if road lighting facilities are still using products and equipment that have been explicitly eliminated by the country or industry, or the performance indicators of road lighting facilities are seriously behind, with high energy consumption and low efficiency, they are not suitable for continued operation after technical and economic evaluation. Road lighting equipment and facilities have a certain basic service life. Once they are overdue, they should first conduct a dual assessment of "energy efficiency" and "safety" performance. If it is judged to be "non-energy-saving" after evaluation, such high-energy-consumption road lighting equipment will also not be able to continue to be used and must be updated.

Road lighting facilities should be inspected and repaired regularly. Whether someone engraves or smears on road lighting facilities without authorization, whether someone posts, hangs, sets up promotional materials, and advertisements on road lighting facilities without authorization is the content of the inspection. Among them, the lighting facilities on Chang'an Avenue and other super-important roads should be inspected and patrolled every day; for the first-class important roads such as urban expressways and urban main roads, the inspection and patrol interval of lighting facilities should not exceed 7 days; urban secondary roads, etc. The inspection and maintenance interval of the second-level important road lighting facilities should not exceed 10 days; the inspection and maintenance interval of the third-level road lighting facilities such as urban branch roads should not exceed 15 days.


According to the requirements of the new standard, serious defects in road lighting facilities should be eliminated within 48 hours; general defects can be eliminated in conjunction with the maintenance plan under the premise of ensuring safety.


If road lighting facilities encounter emergency failures such as power supply or external forces, emergency repairs will be carried out. Among them, emergency repairs in special remote and inconvenient areas should reach the fault site within 90 minutes, and other areas should reach the fault site within 45 minutes. The repair time starts from the receipt of the repair report. General faults should be handled within 24 hours; complex faults should be handled within 48 hours, and should not exceed 72 hours; for special faults that may cause secondary disasters and other risks, rush repairs, The processing time should be shortened according to the actual situation.
