Recently, the Department of Housing and Urban-rural Development of Hebei Province issued the "Hebei Province Urban Lighting Quality and Efficiency Action Plan (2021-2025)" (hereinafter referred to as the "Plan").
The "Plan" proposes that by the end of 2022, an urban lighting standard system will be established and improved, and Hebei's urban green lighting energy-saving evaluation standards will be formulated. By 2023, the intelligent construction and transformation of the urban lighting control system will be fully completed, and the coverage rate of the intelligent centralized control of urban road lighting and landscape lighting will reach more than 95%.
The "Plan" pointed out that by 2025, the urban lighting quality and efficiency improvement action will achieve significant results. The coverage rate of urban road lighting reaches 100%; the pass rate of energy efficiency indicators for road lighting and landscape lighting reaches 95%, and the pass rate of energy efficiency indicators for newly-built lighting facilities reaches 100%; the utilization rate of intelligent and high-efficiency energy-saving lamps such as LEDs will reach more than 80% by 2020. The total electricity consumption is the base, and the urban lighting energy saving rate will be over 25% in 2025.
The "Plan" further pointed out that to accelerate the upgrading of intelligent construction. Supported by cloud computing, 5G, Internet of Things, big data, artificial intelligence, GIS and other technologies, construct and transform the intelligent control system of urban lighting, realize the automatic opening and closing of the lighting system according to the illuminance, the time-sharing and partition control of the lighting brightness, and the lighting energy consumption statistics Analysis, leakage electric shock safety warning and automatic emergency response functions. Carry out the pilot demonstration of the application of multi-functional smart light poles. By 2025, the application rate of multi-functional smart light poles in all districts and cities will reach more than 30%.
