In order to strengthen the management of urban road lighting, improve the urban lighting environment, promote energy conservation, and enhance the quality of the city, the Municipal People’s Government website recently issued the "Chongqing Municipal Road Lighting Management Measures" (hereinafter referred to as the "Methods"), which will be implemented in 2022. It will come into effect on the 1st.
The method is clear. This method applies to the construction, maintenance and supervision and management of road lighting in the planning area of the city (including the organizational town).
The municipal urban road lighting department is responsible for the formulation of the city’s urban road lighting standards, industry guidance, supervision and management, and the direct management of urban road lighting in areas specified by the Municipal People’s Government. The district/county (autonomous county) urban road lighting department is responsible for the management of urban road lighting within its administrative area, except for the area directly managed by the municipal urban road lighting department.
The method proposes that the people's governments of cities, districts and counties (autonomous counties) will include the maintenance, repair, and renovation of urban road lighting facilities invested by the government into the fiscal budget of the same level. Encourage social funds to participate in the construction and maintenance of urban road lighting facilities.
The Measures also stipulate that all units and individuals have the obligation to protect urban road lighting facilities, and have the right to discourage and report acts that damage urban road lighting facilities or obstruct urban road lighting.
The competent department of urban road lighting shall announce the service telephone number to the public.
According to the requirements of the Measures, newly-built urban roads shall be equipped with urban road lighting facilities in accordance with national and municipal standards and regulations. The supporting construction of urban road lighting facilities and the main project shall be designed, constructed, checked and used simultaneously, and the lamp installation rate shall reach 100%.
Urban roads that are rebuilt or expanded due to the adjustment of land and space planning, the construction of new urban areas, the transformation of old urban areas, etc., shall be in accordance with the urban road lighting standards and improve the urban road lighting facilities. If the existing urban roads are not equipped with road lighting facilities, the competent department of urban road lighting shall gradually renovate and improve them.
In addition, new urban road lighting facilities should promote the construction of multi-functional light poles, and intensively set up various poles to achieve "one pole with multiple uses and multiple poles in one."
The plan also clarifies that when urban renewal is implemented in old communities, back streets and alleys, the urban renewal authority shall, in conjunction with the urban road lighting authority, incorporate urban road lighting facilities into the urban renewal area planning plan and project implementation plan.
At the same time, the plan requires that urban road lighting maintenance units should establish a maintenance management system to ensure lighting effects and meet traffic safety. If the urban road lighting facilities are broken down or damaged, they shall be repaired in time.
The intact rate of urban road lighting facilities should not be less than 95%, the lighting rate of expressways and main roads should be not less than 98%, the lighting rate of secondary roads and branch roads should be not less than 96%, and the lighting quality should meet the standard Require.
